He was an Admiral in the Peruvian Navy and descendant of the Bielic/Bielich family of Croatia (where Marco Polo was born), a pioneering merchant family and owners of a total of 16 ships, originally from the island of Poljesac. Coincidentally, he sailed to Europe every year, with Trieste the usual destination.
On his yearly route to Europe from Lima, Peru, he had to guide his ship through the Cape of Horns (the Panama Canal was not in existence) without the help of sonar. Such journeys are the subject of much maritime folklore.
He is remembered by his family as being a gentleman in every way. He always wore a suit with a vest and a gold pocket watch and smoked a pipe. He was a man who stood for justice. He attended gala parties (as was his duty: he was not much on celebrations) at the President's palace. When he became a widower, one of his daughters would accompany him to these gathering.
He was in a car accident a couple of years before his death. The steering wheel column hit him in the chest. He was a very healthy man until then but after the accident he coughed frequently. He eventually died from heart failure.
He won de Peruvian Bolivarian Medal - the Medal of the Sun (the highest medal bestowed by the government of Peru) and a French medal given to him by the French government. As Admiral of the Peruvian Navy, he received the USS Arizona and its distinguished guest, President Herbert Hoover in 1931. He is remembered as a fine example for his prodigy to follow--if only we could do so well and do so so honorably! For this, he'll always be remembered.

El Centro Naval del Perú surgió a comienzos del mil novecientos. El 12 de noviembre de 1900 se convocó a una asamblea general de oficiales de marina en el local de la Capitanía de Puerto del Callao, donde se eligió la primera Junta Directiva del Centro Naval del Perú que la presidió el Capitán de Navío Ramón Freyre, lo acompañaron el Capitán de Fragata Daniel Rivera, en calidad de Vicepresidente. Ernesto Caballero y Lastres como Secretario y en el puesto de Subsecretario César Bielich quienes en ese entonces eran Tenientes Segundos.
La secretaría la asume el Capitán de Fragata Manuel Ontaneda, como Bibliotecario actúa el Alférez de Fragata Manuel E. Ugarte y como vocales Octavio Cavero, Federico Sotomayor y Vigil, Oscar Mavila y Guillermo Black. En la asamblea fue aprobado el proyecto de estatuto de la institución, así como el valor de la cuota de inscripción, que debía ser de 15 soles y, como contribución mensual, la suma de un sol. Podrían pertenecer al Centro Naval además de los Marinos otras personas honorables. Se acordó finalmente que cuando fuese posible se editase la Revista Naval, anhelo que, tiempo después se hizo realidad.
La institución siguió su curso sin tener un lugar determinado, Raúl Palacios Rodríguez expresa al respecto que funcionó primero en los altos de una vieja casona ubicada en la primera cuadra de la calle Ramón Castilla, pasando más tarde a ocupar el inmueble de la calle Constitución No.5, refaccionada para ese fin, siendo su permanencia en ambos locales relativamente breve. Posteriormente pasó a la calle del Muelle No.17, ocupando los altos de la oficina del ferrocarril inglés en la parte que miraba al mar; en esta última ubicación lo encontramos en el año 1906.
La noticia de la inauguración del Centro Naval fue publicada por el diario El Comercio en su edición del 27 de julio de 1921, escribiendo lo siguiente : "El nuevo local que el gobierno ha construido para el funcionamiento del Centro Naval, fue entregado ayer por el señor doctor Lauro A. Curletti, Ministro de Marina, al señor Presidente del Centro Naval, contralmirante Manuel A. Villavicencio" a la ceremonia asistió el Presidente de la República Augusto B. Leguía. La sede del Balneario de Ancón fue inaugurada en 1965, construida luego de 9 años de esfuerzos en un terreno de 330 hectáreas.
La sede de El Remanso, club de campo de 84,000 metros cuadrados en Santa María, Chosica, fue inaugurada el domingo 18 de julio de 1965. La sede San Borja fue inaugurada el viernes 13 de octubre de 1978. Por su céntrica ubicación esta sede cuenta con una asistencia masiva y permanente durante todo el año, por lo que se viene trabajando para brindar el mejor de los servicios. La sede Club Náutico ubicada en el Malecón Figueredo del distrito de La Punta fue creada en el año 1983, siendo su tarea fundamental la de promocionar y desarrollar las actividades náuticas, llevando ya, más de 15 años en la enseñanza de la navegación a vela en sus diversas clases.

Cesar was my grandfather, and he was married in his first time with Carmen and his second wedding, after Carmen's death, he married with my grandmother Abigail. Carmen and Abigail were sisters.
I live in Peru, and my english is not very good, so i am sorry for that.

My father told me a story about the Admiral during president Leguia's term, he hid the president in a donkey pulled cart and got him safely out the government palace during a revolt in the '30s. He took him to his ship in Callao, sailed to the north (Piura,Tumbes) and kept the president safe until he could be re-instated. Don't know if it's true but it sounded pretty cool ...
